統一地方選前半戦に位置付けた県議会議員選挙は31日告示され、同日午後5時で立候補の届け出が締め切られた。秋田北地方は大館市選挙区が定数3に対して現職3人、新人1人の計4人、鹿角市・郡同と北秋田市・郡同がともに定数2に対して現職2人、新人1人の計3人が立候補し、選挙戦に突入した。投開票は4月9日。
同地方の前回選挙は大館市と北秋田市・郡の両選挙区が16年ぶりの無投票、鹿角市・郡だけが3人による選挙戦となり、現職と新人各1人が当選した。一方、今選挙はそろって"1人落ち"の激戦に。
立候補の届け出は31日、県内14カ所で午前8時半に始まり、午後5時で締め切られた。この結果、秋田北地方関係は大館市選挙区が届け出順に5選を目指す佐藤賢一郎氏(75)=自民=、8選を目指す石田寛氏(76)=立民=、9選を目指す鈴木洋一氏(78)=自民=、新人で前市議の小棚木政之氏(55)=無所属=の4人が立候補した。
また、鹿角市・郡選挙区は届け出順に再選を目指す児玉政明氏(51)=自民=、7選を目指す川口一氏(72)=同=、新人で前市議の安保誠一郎氏(69)=無所属=の3人。
北秋田市・郡選挙区は届け出順に5選を目指す近藤健一郎氏(67)=自民=、新人で前市議の佐藤光子氏(45)=無所属=、5選を目指す北林丈正氏(62)=自民=の3人。同地方は、3選挙区とも現職に前市議の新人が挑む構図だ。
県選挙管理委員会が告示前日の30日に公表した同日現在の有権者数のうち秋田北地方の各市町村は大館市が5万9,868人(男2万8,004人、女3万1,864人)、鹿角市が2万4,968人(男1万1,778人、女1万3,190人)、北秋田市が2万6,273人(男1万2,294人、女1万3,979人)、小坂町が4,191人(男1,929人、女2,262人)、上小阿仁村が1,858人(男889人、女969人)。県全体では82万5,428人(男38万6,885人、女43万8,543人)で、4年前の前回県議選の告示日前日に比べて4万5,312人減少した。
各候補者の代理人らは、必要書類のチェックを含む立候補の届け出を済ませると、選挙カーの表示板をはじめ選挙の"7つ道具"を受け取り、足早にそれぞれの事務所へと戻っていった。従来と同様、各候補者とも選挙事務所などでの出陣式を経て第1声を放った後、穏やかな天候の下、選挙カーで縦横無尽に各選挙区をめぐって支持を訴えている。

The first half of the unified local elections, the prefectural assembly
member elections, were announced on the 31st, and candidate registration
closed at 5 pm on the same day. In the northern part of Akita prefecture,
there are four candidates for the three seats in the Odate City election
district, including three incumbents and one newcomer, and three
candidates for the two seats each in the Kazuno City/District and Kita
akita City/District election districts, including two incumbents and one
newcomer. The election will be held on April 9th.
In the previous election in the region, both the Odate City and Kazuno
City/District election districts were uncontested for the first time in 16
years, while the Kazuno City/District had a three-way race in which one
incumbent and one newcomer were elected. On the other hand, this election
is a fierce battle for "one person to lose" in all districts.
Registration of candidates began at 8:30 am at 14 locations in the
prefecture on the 31st and closed at 5 pm. As a result, in the Odate City
election district, Kenichiro Sato (75) of the Liberal Democratic Party
(LDP) aims for his fifth term, Hiroshi Ishida (76) of the Constitutional
Democratic Party of Japan (CDP) aims for his eighth term, Yoichi Suzuki
(78) of the LDP aims for his ninth term, and a newcomer, Masayuki Kotanagi
(55), a former city council member, has registered.
In the Kazuno City/District election district, Masaaki Kodama (51) of
the LDP, who seeks reelection, Hajime Kawaguchi (72) of the same party,
who seeks his seventh term, and a newcomer, Seiichiro Anbo (69), a former
city council member who runs as an independent candidate, have
registered.
In the Kita akita City/District election district, Kenichiro Kondo (67)
of the LDP, who seeks his fifth term, Mitsuko Sato (45), a newcomer and
former city council member who runs as an independent candidate, and
Takemasa Kitabayashi (62) of the LDP, who seeks his fifth term, have
registered. In all three districts, incumbents are challenged by newcomers
who were former city council members.
According to the number of eligible voters as of the same day announced
by the Akita Prefectural Election Management Committee on the day before
the announcement, Odate City had 59,868 voters (28,004 men and 31,864
women), Kazuno City had 24,968 voters (11,778 men and 13,190 women), Kita
akita City had 26,273 voters (12,294 men and 13,979 women), Kosaka Town
had 4,191 voters (1,929 men and 2,262 women), and Kamikoani Village had
1,858 voters (889 men and 969 women). The total number of eligible voters
in the prefecture was 825,428 (386,885 men and 438,543 women), which
decreased by 45,312 compared to the day before the announcement of the
previous prefectural assembly election held four years ago.
After completing the necessary paperwork, including the check of the
required documents, the candidates and their agents quickly returned to
their respective offices after receiving the "seven tools" of the
election, including campaign cars with display boards. Like in the past,
each candidate held a send-off ceremony at their campaign offices and made
their first speech before touring each election district with their
campaign cars under calm weather to appeal for support. (5:01
